竭诚帮助中小企业 --专访美国小企業管理局局長琳达·麦克马洪(视频)

世界名人网讯 美国休斯敦当地时间2017年10月11日星期三,美国总统川普内阁成员、小型企業局(SBA)局長琳达·麦克马洪(Linda McMahon)到休斯敦访问,接受了世界名人网副总编、美中交流中心主任吴薇博士的专访。与麦克马洪署长此行是看望哈维受灾的小企业,访问SBA区域办公室,同时参加州长女性商务论坛并担任主讲人,并和世界名人网就帮助哈维飓风中小企业受害者,川普内阁税收改革对小企业的影响,亚洲女性企业家以及中国女企业家的印象等诸多广泛话题展开对话。

自从哈维飓风袭击德州,这是麦克马洪局长第二次访问德州,她在飓风过后就来到德州为德州提供特别的“低息灾难贷款”,这些贷款是中小企业局直接担保的。这些贷款不仅仅给中小企业主,房主和租户也可以申请,同时小企业署还鼓励并且提供担保给银行让银行帮助小企业提供商业贷款度过难关。

就税收方面,麦克马洪局长说小企业将率先受惠于川普总统提出的税收改革。主要原因是,美国现阶段企业平均税率为35%,付税高的大多数是小企业,因小企业不像大企业,可将获利留在海外,选择最优惠的税赋市场。川普提出的税改,目标是将企业税率从35%降到15%,这对美国小型企业无异是一大利多。

麦克马洪局长本人也是企业家出身,对女企业家的发展做出很多推动工作。在亚洲女性企业家的发展方面,麦科马洪署长说,虽然美国对所有小企业一视同仁,但是亚洲女企业家有自己的特点,她们比价保守,创业一般都自己攒钱,或者从亲戚和朋友借钱,而不是向银行贷款,在美国,商业经营有一个规律就是一般需要投资才能扩大生意,所以我建议亚洲女企业家可以考虑从银行贷款,麦克马洪署长对小企业贷款推荐SBA Loan服务。麦克马洪局长提到她到过中国的北京,在西南边陲重庆参加商业对话,她对中国女企业家敢于冒险创业的精神有很深的印象。

麦克马洪局长个人经历很特别,她跟川普总统是多年的老朋友,因而得到川普总统的信任。麦克马洪是康奈狄克州很有影响力的共和党人,自己也是成功的企业家,被川普总统任命为第25任SBA小企业局长内阁成员。她出生在北卡罗来纳州,像很多中国家庭一样,是家里唯一的孩子,这在美国家庭很少见。她从小喜欢打篮球和棒球,人称“假小子”,用她自己的话说“我是爸爸的儿子,妈妈的女儿”。 因为他们的母亲是朋友的缘故,她和她的先生在13岁就认识了。她的先生文斯在家里受继父虐待,所以经常到琳达家里玩儿。他们高中开始恋爱,琳达在17岁高中毕业的时候就嫁给她的先生文斯。她和她的先生文斯后来创立世界娱乐摔跤(公司)WWE,担任CEO至2009年,他们从无到有,把企业从13个人发展到800人的上市企业。麦克马洪曾担任公司首席执行官,于2009年卸任。作为女企业家,她创建新公司鼓励和带动更多美国女企业家的发展。2010年和2012年麦克马洪自己出钱竞选康奈狄克州的联邦政府参议员。 

在任命麦克马洪局长时,川普总统发表声明说“琳达将在提升小企业发展方面,成为一名杰出的领袖。她将为美国释放出美国的企业家精神。”就任时,麦克马洪局长表示,作为一名曾经的创业者,她要竭力帮助小企业成长。

美国小企业局(Small Business Administration,简称SBA)于1958年被美国国会确定为"永久性联邦机构"。作为美国联邦政府专门设立的向小企业提供资金支持、技术援助、政府采购、紧急救助、市场开拓(特别是国际市场)等全方位、专业化服务的机构,美国小企业局是美国政府制定小企业政策的主要参考和执行部门,在各联邦政府部门中享有很高的地位,局长由总统亲自任命。美国中小企业局总部设在华盛顿,在美国十大城市设有分局,分局下设100多个地方机构,员工总人数超过4000人。

作为世界上最发达的国家之一,美国目前约有小企业3000万家,其数量约占美国全部企业数量的98%,是美国经济中最具活力的部分。美国小企业对美国的经济贡献很大:它们创造的就业机会占私营企业的54%,销售额占全国销售总额的47%,产值占国内生产总值的50%。同时,美国小企业又是技术创新的重要力量。美国小企业不仅有很强的发明创造力,而且科技成果推出快,科技投资回收期约比大公司短1/4,小企业发展新技术新产品的效率高于大企业。因此,美国经济的真正核心是小企业。

Unleash America’s Entrepreneurial Spirit through Actions --A special conversation with SBA administrator Linda McMahon

​On October 11, 2017, President Trump’s appointee, SBA administrator Linda McMahon visited Houston. Her purpose of the trip was to visit SBA Houston District Office and a small business impacted by Hurricane Harvey and served as keynote speaker at the Governor’s Business Forum for Women. World Hall of Fame had an opportunity to talk with her on a few topics: disaster recovery from hurricane, tax reform and Asian women entrepreneurship. She was trying to unleash the entrepreneurial spirits through her footprints and actions.

​Many Chinese audience/readers did not know much about SBA or the new administrator Linda McMahon. SBA was created by the Congress in 1958 to provide support to entrepreneurs and small businesses. The mission of the Small Business Administration is "to maintain and strengthen the nation's economy by enabling the establishment and viability of small businesses and by assisting in the economic recovery of communities after disasters". The agency's activities are summarized as the "3 Cs" of capital, contracts and counseling.

Administrator McMahon’s personal experience is very unique and quite fit in the Chinese moral stories: relying on personal effort, through deep downs and rising above from the humble start. Administrator McMahon was born in North Carolina. She met her husband Vince McMahon when she was 13 because their mothers were friends. They dated through high school and got married after she graduated from high school at the age of 17. They had setback and hardship in life in early business venture. They had to declare bankruptcy, lose their home and car, live on food stamps. But eventually she and her husband co-founded WWE and became a billionaire. This is the shortest version of her rich life experience.

Because of her experience in success and failure, she can empathy very well with small business owners and ordinary people. She can bring the voices of small business owners to Washington and President. These can be seen in the issues she cares about.

​Administrator McMahon started as a small business owner, with 13 persons. She grew the business from small to big public traded global company, with 800 employees in offices worldwide. She experienced up and down with her business and personal life. During one of the interviews upon the nomination, she said, “even entrepreneurs with the best ideas sometimes need a little wind beneath their wings.” It showed that she understood the challenges of small businesses and has compassion and empathy for entrepreneurs and small business owners especially when disasters happen. Since Hurricane Harvey hit Texas, it was the second time that administrator McMahon came to Texas. After the disaster, she soon announced a special low-interest disaster loan program for 18 counties in Texas. Not only small businesses, but homeowners and renters are eligible for up to $40,000 to repair or replace damaged personal property. These were comforting news for the struggling people in Houston and surrounding areas.

​During her term, she learned from small business owners that the current complicated tax and high tax rate 35% is a major barrier for many small businesses. Big multinational corporations could park their profit overseas. Small business pay higher effective tax rate than the big multinational corporations. It is unfair for the small businesses and impedes their ability to grow. Administrator McMahon acted as an advocate for small business owners in tax reform. With optimistic smile, she said simplifying the tax code and lowering the tax rate to lowest would enable small business owners to put money back to business, create more jobs and raise employees’ pay.

As a woman entrepreneur, Administrator McMahon care about and help women entrepreneurs. She founded a company Women’s Leadership Live to use her experiences in putting on wrestling matches to create women-focused events. When she was asked what she thought she could help Asian women entrepreneurs, she said, women entrepreneurs and small business owners are conservative when coming to use capital. They tend to use their own money or borrow money from friends and family instead of borrowing from bank. Sometimes it takes capital to grow business bigger. She advised Asian women entrepreneurs borrow money from bank to grow business. Of course, borrow wisely, she added.

​During the interview, she also mentioned that she had been to Beijing and Panda’s hometown Chengdu. She was impressed with Chinese business entrepreneurs’ creativities.
